The Business Value Framework is a three-layer model that links technology solutions to published government indicators.
It is designed to help government decision-makers understand how investments in technology can improve the three critical business imperatives:
- National Performance Indicators
- Cost Savings
- CO2 efficiencies
The BVF operates in fast path and live data modes. A fast path study uses industry benchmark data from previous studies and requires only 8 new data points. A live data study can be completed in around 5 to 10 days, and includes extensive data capture in customer service, ICT and internal departments. The outputs from both modes are a 64 page report with findings and recommendations and a slide deck that can be used to present concepts within the organisation.
Diagonal can deliver both study modes; fast path studies are available free of charge to councils that are at the appropriate stage in their strategy development.
How it works:
The Microsoft Infrastructure Optimisation (IO) model quantifies the ICT performance and monetary benefits of a change in ICT/skills maturity from a current ‘as is’ state to an aspirational ‘to be’ level. The Business Value Framework links the Microsoft IT infrastructure maturity model, the FABRIC model for corporate services improvement, and ICT-enablement of the NIs (and so the CAAs).
